In Ilmarsh, England, sixteen horse heads are found buried on a farm near the sea. After Veterinary Forensics expert Cooper Allen travels to the scene to examine them, a pathogen is discovered lurking within the fallen animals, and many of those who have come into contact with the corpses grow critically ill. The dying seaside community goes into quarantine and paranoia grows throughout the town, with numerous farms culled.

The suspect remains at large and Alec Nichols, the policeman who first uncovered the heads, is desperate to get to the truth behind the mysterious crime. In a town as small as Ilmarsh nearly anybody could be a suspect - but with a crime as insidious and troubling as this one, Alec is dead-set on leaving no stone unturned - even if it brings him to his own front door.
